South Carolina has a unique form of government that gives a broad range of power and authority to a multitude of administrative agencies. Many South Carolina agencies and departments are unique in that they can independently weld a multitude of government functions. Finally many agencies conduct contested hearing resolving disputes or contested issues. It is now impossible to operate any business in South Carolina without having to navigate the rules and regulations of at least one State agency on a daily basis.
